Débora Borgas is the Warden at Ely State
Prison. Her career began in 2007 at the Donald W. Wyatt Detention
Facility in Rhode Island, where she started as a Correctional Officer. Through
her unwavering commitment to excellence, exemplary work ethic, and steadfast
integrity, she has earned advancement through the ranks, establishing herself
as an accomplished leader in the corrections field. She holds an Associate in
Arts degree with a concentration in Social Services. She is currently enrolled in
the Criminal Justice Program at Roger Williams University, where she is
pursuing both a Bachelor and Master of Science degree, further illustrating her
dedication to professional growth in the field.
Warden Borgas is highly knowledgeable in all facets of
federal, state, and local laws, including policies, procedures, and
regulations governing adult correctional facilities. Her extensive correctional
experience encompasses several key areas including comprehensive training
and staff development across all organizational levels, expertise in
correctional practices and the management of both male and female offenders.
Leadership in security operations, tactical procedures, operational management,
emergency and contingency planning and execution. She also brings in-depth
knowledge of use-of-force regulations and tactics, lethal and non-lethal use of
force protocols, advanced skills in crisis and hostage negotiation,
de-escalation techniques, suicide and mental health awareness. Her
training and proficiency in the ACA accreditation process and post-incident
evaluation make her well-equipped to lead Ely State Prison.
