Warden
Jeremy Bean is the Warden at High Desert State Prison. He was an associate warden at High Desert State Prison since 2017. Bean began his career with the Nevada Department of Corrections in 2001 as a correctional officer at High Desert State Prison.
He became a Sergeant in 2007 and served on the Emergency Response Team from 2008-2011. He earned lieutenant in 2011 and administrative lieutenant in 2014. Bean is a veteran of the United States Army.

Julie Williams

Julie Williams

Associate Warden
Associate Warden Julie Matousek was raised in San
Bernardino County, California. Through hard work
and dedication, she not only earned a Bachelor of
Science degree in Criminal Justice From ITT
Technical Institute in 2010, but she also graduated as
valedictorian. Julie’s career with the Nevada
Department of Corrections began in 2012 at Ely State
Prison as a Correctional Officer Trainee. After
completing just 6 months as a Trainee, she progressed
to Correctional Officer as a result of her degree. In
2014 she was promoted to Senior Correctional Officer where she remained for two years until
promoting to the rank of Sergeant at High Desert State Prison in 2016. As Sergeant, Julie gained
experience in Shift Command, Visitation, and Prison Industries. In 2018 she was promoted to
Lieutenant at High Desert State Prison and continued to excel in Shift Command, Quad
Management, and Property/Intake. Julie’s effective management and leadership skills have
proven beneficial to the Department and she served as Acting Associate Warden on several
occasions. Her observation and critical thinking abilities paved the way for her selection as
Associate Warden at High Desert State Prison in 2021.
Before her correctional career, Julie worked for two years as a Paralegal with a Las Vegas law
firm. After a brief trial period, she began training as the firm’s second paralegal. During her time
as a paralegal, she assisted the attorney in preparing and organizing various legal documents for
upcoming cases and trials. Her focus included preparing affidavits and correspondence,
discussing case details with clients, and organizing various files for numerous legal proceedings.
She excelled at drafting legal documents such as affidavits, subpoenas, motions, contracts,
complaints, briefs, and orders. Julie also assisted with trial preparation such as arranging client
appointments, interviewing clients and witnesses, creating discovery documents, and submitting
documents to state and federal courts.
For the past four years, Julie has volunteered to partner with the Las Vegas Metropolitan Police
Department’s Correctional Staff to assist in acquiring and distributing well over $40,000 in
combined monetary and physical donations each Christmas to St. Jude’s Ranch for Children in
Boulder City, Nevada.

Glenn Fowler

Associate Warden

 

Glenn P. Fowler embarked on his correctional career in 1995, joining the California Department of Corrections. Transitioning to the Nevada Department of Corrections in 2006, he began at the Southern Nevada Correctional Center, working extensively with juvenile, female, and male offenders until the facility's closure. After transferring to the High Desert State Prison, Fowler swiftly ascended to the role of Senior Correctional Officer, dedicating substantial time to training subordinates in diverse disciplines.

 

In 2009, Lt. Fowler transitioned to the central transportation division, fostering relationships with external agencies while honing his community supervision skills. His continuous pursuit of education culminated in the achievement of an associate degree while diligently serving as a Correctional Sergeant at both High Desert State Prison and Southern Desert Correctional Center.

 

Elevating further in 2013, Fowler was appointed as a Correctional Lieutenant at High Desert State Prison, distinguishing himself by contributing significantly beyond his duties. He played a pivotal role in crafting and implementing a revised emergency response procedure, impacting statewide operations. Additionally, he contributed to rewriting administrative regulations and collaborated on a successful training initiative with colleagues.

William Kuloloia

Associate Warden

 

Associate Warden William A. Kuloloia II brings an impressive wealth of experience and a diverse background to his role. Born and raised in Hawaii, he learned early the value of collaboration toward common goals, instilled by his hardworking family. Encouraged to excel academically and athletically, he graduated from Minnesota State University- Bemidji in 1995 with a Bachelor of Science in Criminal Justice. 

Kuloloia embarked on his career with the Minnesota Department of Corrections in 1995, and for over 23 years, he has contributed his expertise to the Nevada Department of Corrections. He recognizes the parallel between his Hawaiian upbringing and the diverse cultural dynamics within the corrections system, allowing him to effectively connect with both inmates and colleagues across varied backgrounds.

His extensive tenure, spanning over thirty years, has seen him in roles ranging from Custody Officer to Custody Supervisor, Caseworker I II, and Caseworker Supervisor. This breadth of experience has provided him with a deep understanding of multiple facets within youth and adult corrections, fostering cross-departmental expertise that is invaluable to his current role as an Associate Warden.  Join us in extending a warm welcome and congratulations as he embarks on his new role at High Desert State Prison.
